TNJFU established a Centre for Fisheries Management, Policy and Planning (CeFIMAPP) in accordance with the Section 4 and 29 (1) of the TNJFU Act. The CeFIMAPP became Directorate and named as Directorate of Fisheries Technology, Training and Incubation (DFTTI) with its Headquarters at Mandapam. Later, it was renamed as Directorate of Incubation and Vocational Training in Fisheries (DIVF) with effect from 14.04.2018. The CeFIMAPP was originally formed with the following objectives:

DIVF – released " KnowURFish " a Mobile Android App for the benefit of Fisheries Stakeholders'' during the III Extension Education Council meeting of TNJFU held at Nagapattinam recently.
The Mobile App was released by Dr.J.Vasanthakumar, a well known Agricultural Extension Expert and Former Dean Agriculture-Annamalai University.

This App gives information about the fishes available in Tamil Nadu coast with a web link to Fishbase.org. Users can search for the names of fish both in English and Tamil.

The DIVF has been operating a NADP Scheme on Establishment of Fisheries Training Institute at Mandapam, Ramanathapuram District since 09.11.2017 with a budget outlay of 450 lakh. The scheme has the following objectives:
