Report for the training on “Sea safety and marine communications for scheduled caste fishermen of Pulicat coast”

Dr.M.G.R Fisheries College and Research Institute, Ponneri, organized NFDB Funded three days (11.04.2022 to 13.04.2022) training programme on “Sea safety and marine communications for scheduled caste fishermen of Pulicat coast”. The programme was inaugurated by Dr.B.Ahilan, Dean i/c, Dr.MGR Fisheries College and Research Institute, Ponneri on 11.04.2022 in the presence of Assistant Director of Fisheries, Thiruvallur District. The inaugural ceremony began at Pulicat Research Farm Facility, an off campus facility of Dr.MGR FCRI, Ponneri, Mr.R.Velmurugan, Assistant Professor and Coordinator of the training program, DFTFE, of the institute welcomed the gathering.

Dr. B. Ahilan, Dean i/c, FCRI,, Ponneri in his inaugural address appreciated the DFT&FE faculty for organizing the event and emphasized the gathering about importance of the sea safety and life of the fishermen at sea. Mr. K. Velan Assistant Director of Fisheries, Ponneri delivered the first lecture of the training programme in which he explained about the importance of the training to the fishermen. Followed by, Mr.R.Velmurugan, Assistant Professor, DFT&FE delivered a lecture “Risk of fishing professionals at sea”. In the post lunch session, Mr.M.Kalaiarasan, Assistant Professor, DIVF, Ramanathapuram delivered a guest lecture on “Marine communication instruments and its usages in fishing”. In the second day (12.04.2022), the trainees were taken to CIFNET, Chennai in order to get the hands on experience about the marine communication and sea safety equipments. The trainees were also taken to the FSI Vessel ‘Samudhrika’ for practical demonstration of navigational equipments onboard of the vessel. In the last day (13.04.2022) of training, Mr.D.Arun Jenish, Assistant Professor delivered a lecture on “Life saving appliances at sea”, after which Mr.R.Velmurugan delivered the second lecture on procedures to contact the search and rescue centre at the time of danger at sea. In the post lunch session, Mr.Dikson (deep sea fishermen) from Kannyakumari District shared his experience on sea safety and marine communication procedure. The technical lectures was followed by a panel discussion in which the participants of Pulicat coast came together to clarify their doubts in devising sea safety and marine communications with the experts who delivered lectures in the training. A total of 50 (Fishermen from Pulicat Coast) participated in the event. The training concluded with the vote of thanks by Mr.R.Velmurugan, Assistant Professor & Head, DFT&FE and Coordinator of the Training Programme.

பழவேற்காடு பகுதியிலுள்ள பாரம்பரிய மீன்பிடிச் சமூக மீனவர்களுக்கு கடற்பாதுகாப்பு மற்றும் கடல்சார் தகவல் தொடர்பு முறைகள் பற்றிய பயிற்சி தமிழ்நாடு டாக்டர் ஜெ. ஜெயலலிதா மீன்வளப் பல்கலைகழகத்தின் ஒரு அங்கமான பொன்னேரியில் செயல்படக் கூடிய டாக்டர் எம்.ஜி.ஆர் மீன்வளக் கல்லூரி மற்றும் ஆராய்ச்சி நிலையத்தில் தேசிய மீன்வள மேம்பாட்டு வாரியத்தின் நிதியுதவிடன் பழவேற்காடு பகுதியிலுள்ள பாரம்பரிய மீன்பிடிச் சமூக மீனவர்களுக்கு கடல் பாதுகாப்பு மற்றும் கடல்சார் தொழில்நுட்பம் பற்றிய மூன்று நாள் (11.04.2022 - 13.04.2022) இலவச பயிற்சி நடத்தப்பட்டது. இந்நிகழ்வானது திரு. க.வேலன். உதவி இயக்குநர் மீன்வளம் மற்றும் மீனவர் நலத்துறை அவர்கள் முன்னிலையில் டாக்டர் எம்.ஜி.ஆர் மீன்வளக் கல்லூரி மற்றும் ஆராய்ச்சி நிலையத்தின் முதல்வர் முனைவர் ப.அகிலன் அவர்களால் துவக்கி வைக்கப்பட்டது. இப்பயிற்சியின் துவக்க விழாவானது டாக்டர் எம்.ஜி.ஆர் மீன்வளக் கல்லூரி மற்றும் ஆராய்ச்சி நிலையத்தின் ஒரு அங்கமான பழவேற்காடு பண்ணை ஆராய்ச்சி வளாகத்தில் நடைபெற்றது. பயிற்சியின் ஒருங்கிணைப்பாளரும் உதவி பேராசிரியருமான திரு. ரா. வேல்முருகன் வரவேற்;புரை நிகழ்த்தினார்.

முனைவர் ப.அகிலன் அவர்களின்;துவக்க உரையில் இந்நிகழ்வை நடத்தும் மீன்பிடித் தொழில்நுட்பவியல் மற்றும் மீன்வளப் பொறியியல் துறையை பாராட்டியதோடு மட்டுமல்லாமல் கடல் பாதுகாப்பின் முக்கியத்துவத்தை பற்றியும் சுட்டிக் காட்டினார். அதனைத் தொடர்ந்து மீன்வளம் மற்றும் மீனவர் நலத்துறையின் உதவி இயக்குநரான திரு. வேலன் அவர்கள் இப்பயிற்சியின் முக்கியத்துவத்தை பற்றி சிறப்புரையாற்றினார். அதன் பிறகு திரு.ரா. வேல்முருகன் உதவிபேராசிரியர் அவர்கள் மீனவர்களுக்கு கடலில் ஏற்படும் ஆபத்து குறித்து உரையாற்றினார். மதிய உணவு இடைவேளைக்கு பின் திரு. மு. கலையரசன் அவர்கள் கடல்சார் தகவல் தொடர் சாதனங்கள் மற்றும் அவற்றின் பயன்பாடு பற்றி உரையாற்றினார். பயிற்சியின் இரண்டாம் நாளில்; (12.04.2022) கடல்சார் தகவல் சாதனங்கள் மற்றும் கடல் பாதுகாப்பு உபகரணங்களைப் பற்றி தெளிவாக தெரிந்து கொள்வதற்காக மத்திய கடல்சார் மாலுமிக் கலை மற்றும் பொறியியல் தொழில்நுட்ப மையத்திற்கு (ஊஐகுNநுவு) பயிற்சியின் பங்கேற்பாளர்கள் அழைத்துசெல்லப்பட்டனர். மேலும் அவர்களுக்கு இந்திய மீன்வள கணக்கெடுப்பு (குளுஐ) நிறுவனத்தின் “சமுத்திரிகா” எனப்படும் மீன்பிடி கப்பலுக்கு அழைத்து செல்லப்பட்டு மாலுமிக்கலை உபகரணங்களைப் பற்றிய செயல்முறை பயிற்சியும் அளிக்கப்பட்டது. இறுதி நாள் பயிற்சி (13.04.2022) அன்று முதல் வகுப்பாக கடலில் மீனவர்களுக்குக்கான உயிர்பாதுகாப்பு சாதனங்கள் பற்றி திரு. டே. அருண் ஜெனிஸ் அவர்கள் உரையாற்றினார். அதன் பிறகு திரு .ரா. வேல்முருகன் அவர்கள் கடலில் ஆபத்து நேரத்தில் தேடல் மற்றும் மீட்பு மையத்தை தொடர்பு கொள்வதற்கான வழிமுறைகள் பற்றி உரையாற்றினார். அதனை தொடர்ந்து மதிய உணவிற்க்கு பிறகு கன்னியாகுமரி மாவட்டத்தின் தூத்தூர் பகுதியை சார்ந்த ஆழ்கடல் மீனவரான திரு. டிக்ஷன் அவர்கள் ஆழ்கடலில் மீனவர்களுக்கு ஏற்படும் ஆபத்து மற்றும் தகவல் தொடர்பு முறைகள் பற்றிய அவரது அனுபவங்களை பகிர்ந்து கொண்டார். இறுதியாக பயிற்சியின் பங்கேற்பாளர்கள் இப்பயிற்சியில் உரையாற்றிய வல்லுநர்களுடன் சேர்ந்து கடல் பாதுகாப்பு மற்றும் கடல்சார் தகவல் தொடர்பு பற்றிய சந்தேகங்களை குழு விவாதம் மூலம் தெரிந்து கொண்டனர். இப்பயிற்சியில் பழவேற்காடு பகுதியை சார்நத 50 பாரம்பரிய மீன்பிடிச் சமூக மீனவர்கள் பங்கேற்று பயனடைந்தனர். பயிற்;;சியின் ஒருங்கிணைப்பாளரும் உதவி பேராசிரியருமான திரு. ரா.வேல்முருகன் அவர்கள் நன்றியுரை கூற மூன்று நாள் பயிற்சியானது இனிதே நிறைவுற்றது.
